What we're investigating

Block & Leviton is investigating whether Pasqal Holding misled investors about its role in LSQUARE/PROQCIMA, a quantum-computing program run by France's defense procurement agency within the Ministry of the Armed Forces. On September 28, 2026, Pasqal announced that it was ending its participation in the program after its first phase. The company described the change as an "evolution" and "expansion" of its work with French authorities toward commercial uses, but what it received in return was an invitation to submit a research proposal to civil programs that are still being defined. Just days earlier, a September 18 resale prospectus had described the end of the defense relationship as only a hypothetical risk, and Pasqal's September 24 first-half report presented the program as a technology achievement without disclosing the outcome of an early-2026 review. Following the announcement, Pasqal's stock price fell about 7.4%. The investigation focuses on when Pasqal's leadership learned of the program's outcome and whether investors should have been told sooner.
