The case concerns a scheme by Mammoth's wholly-owned subsidiary, Cobra Acquisitions, LLC, to bribe Federal Emergency Management Agency officials to steer over $1.8 billion of business to Cobra and Mammoth to rebuild Puerto Rico's power grid in the aftermath of Hurricane Maria.

Cobra's President, Keith Ellison, was indicted for Conspiracy to Commit Bribery against the United States, Honest Services Wire Fraud, Disaster Fraud, and False Statements in September 2019.
